The game is set in a post-9/11 world where the United States has a military presence in two-thirds of the world's countries. A group of terrorists known as the Engineers have issued an ultimatum to the United States called "The Blacklist" - a series of escalating terrorist attacks on American interests.

Players take on the role of Sam Fisher, a highly trained operative working for the Fourth Echelon, a clandestine unit that answers solely to the President of the United States. Fisher and his team must hunt down the Engineers and stop the Blacklist before a devastating attack occurs.

Blacklist combines elements of previous Splinter Cell games, offering both stealth and action-oriented gameplay. Players can choose to approach missions stealthily, using gadgets and environmental elements to avoid detection, or opt for a more aggressive approach, taking down enemies with guns and cruel takedowns.

The game features a new "Marksman" mode allowing players to tag enemies from a distance and execute them silently.

Sam is building a whole new Echelon unit; his team, his way. Anna “Grim” Grimsdottir is his technical operations manager, CIA operative Isaac Briggs brings additional firepower, and resident hacker Charlie Cole rounds out the crew.

4th Echelon is a fully mobile ops unit with unlimited resources and cutting-edge technology aboard the re-purposed stealth airliner, the Paladin.

The SMI allows the 4th Echelon to receive data about mission objectives while on the move.
